It is the near future, and as always, war rages in one corner of the world or another. The masses watch the progress of these conflicts on the nightly news and continue their lives as normal. Many believe peace is an impossible dream and harden their hearts to the atrocities committed around the globe.
Unknown to the world at large, peace is impossible. Behind the scenes, powerful vamprie lords vie for control of their portion of the world in a never-ending war they call the Jyhad. At times, vampires themselves engage one another in conflict, but more often than not, they wage war through proxy. They manipulate nations into going to war, erode society by secretly supporting gangs and drug cartels, and fund terrorist organizations to sow chaos among their enemy domains. Even when a more personal touch is required, the vampires field their own supernatural soldier-slaves called ghouls.
A ghoul is a mortal being who has ingested, and continues to ingest, vampire blood. This powerful substance grants superhuman strength, extraordinary stamina, and makes the subject the slave of the vampire who feeds him. Thus, the ghoul has many of the vampire's strengths and so little of his weaknesses. Because of this, ghouls are common among vampire holdings and carry out most of their masters' daytime affairs.
A secret organization within the United States government knows of the existence of vampires but does not know every minion and lackey they control. This group quietly undermines vampire operations around the globe. A group of captured vampires provides a nearly unlimited supply of blood, and the group uses this substance to make their own ghouls. The organization keeps the ghouls far, far from the vampires who feed them and make sure to mix the blood together to dilute the effects of the supernatural Blood Bond. So far, the ghouls have remained loyal to the government and not attempted to locate and rescue their vampire donors.
The organization, which keeps its name and members secret even from its ghouls, has created a strike force of loyal ghouls and use them to attack vampire interests in a program they call Operation: Blood Cell. The Blood Cell ghouls come from all nations and a variety of backgrounds. They rarely know the identity of other operatives outside their own unit. They receive their orders and blood supplies anonymously and operate, to a degree, with impunity. Blood Cell operatives are highly trained, heavily armed, and supernaturally tough. The operate on foreign and domestic soil and often disguises itself as SWAT or military from a variety of countries.
Operation: Blood Cell targets in the past have included drug cartel warehouses, terrorist training facilities, militia compounds, and vampire havens. As their field experience increases, Operation: Blood Cell missions expand into more elaborate and ambitious scenarios.
