    There is currently a serious problem brewing in the world of international trade, which may turn out to be a real tempest in a teapot, so to speak.  According to the latest National Trade Estimates report, several of the countries that the United States has been doing business with deserve to be condemned for what the report has characterized as "unfair practices."  The government has said it will use the report to single out specific countries which it is then going to go ahead and punish under the Super 301 provisions of the trade law.
    The Super 301 section of the trade law requires Carla Hills, who is the United States trade representative, to try to reduce if not totally eliminate what she has officially designated to be "priority unfair practices."  She will be slashing at the whole web of impediments and obstacles that have slowed down or even denied the various products of many United States firms much access to Japanese import markets.
